Ouch, I'm not sure that I have the time nor you the attention span, but lets start somewhere.
First divide the nation into virtual municipalities of 150,000 people each. This is to counter a paradox in democracy first pointed out in the 1500s by a Scottish political theorist and historian. The paradox is that once a populous is over 150,000 people the average voter will not personally know the candidate they are voting for.
There is a pre-defined process by which municipalities will be divided when their number exceeds 150,000.
Each municipality will elect a three person triumvirate to lead their municipality. This triumvirate will vote for one of their 3 members to appear in the federal congress and represent their municipalities interests within the congress.
The federal congress, comprised of the elected members of the municipalities will elect three people to form a triumvirate that will serve as "president" to the congress. The presidential triumvirate will require a two-thirds agreement on presidential actions.
I do have the plans worked out for a technological system that would provide complete accountability for government actions, if nothing else we could pick apart a scandal after it happens and determine for sure what had happened. Every conversation between government officials is stored and recorded, though classification levels of access would still exist to protect national security data.
The campaign budgets are small and paid by taxes, no advertisement is allowed. Each candidate must use direct face to face contact to sway votes.
A socialization system will be set up after we've analyzed the cost of our needs (meaning anything we NEED to survive, including food, cars, houses, a military) After determining the cost per citizen of survival we need a tax bill that will be enacted to cover these needs first. All other budgetary considerations will take a back seat to the needs of the populous. The "free market" will still apply to any product, service or commodity that isn't defined as a "need".
After that we can address how shared ownership of businesses has destroyed our chances of having a stable economy by giving the investors the power to force corporations into unethical behavior in order to provide the highest possible return on their investments. This has left us in a position where we would have to legislate ethics to have ethical business, which is unacceptable because...

and too many laws creates too many criminals
I would go on to address the necessary changes in our agriculture systems, our educational systems etc... but I can sense that you are losing interest.

OK...if i had the chance to run the country i would DEFINATLY change our dependance on foriegn oil by proposing a bill for E 85 to be our main fuel source so over the next 50-100 years we would demininsh our dependance on fossil fuels which would help clean up our atmosphere and lower ozone emissions. I would also pull our troops out of Iraq and the middle east...i mean what's left to prove? Saddam is out of power and they have a government..weak it may be but still....they have one! I would also try to boost the moral of the american people. We would give help to other struggling nations...not with millitary force but with doctors and medical assistance....but first i would help to rebuild New Orleans because i find it strange that the government sent more money to the refugees in south east asia then refugees in our own nation along the southern coast.
Thats how i would run the country

I would fund education with the billions saved from not attacking another country, work on nuclear proliferation by making the U.S. the leader in nuclear disarmament. I'd let gays marry, lower the national drinking age to 18, (only after I had increased education in a big way over the first term) legalize drugs and prostitution taxing both and zoning them to red light districts saving the police for real crime and more donut breaks. That's just for starters.

like start with the truth man and get rid of all the other politicians
i would need absolute control
1). no school for 6 mo till we figured out that teaching is done by telling kids the truth .
2). all the people who have nothing to do need to get to work
3). no more government jobs for six months
4).we have a community center locted every 25 miles so we can all walk there in a day .
5).one racist from all races sits on a board to determine who is elligable for money from the government.
6) all laws must meet with unanimous approvel
and no law preventing some one from eating drinkinng or smoking or in any way limiting a persons free choice to do with his body what he wants.
7) any law not meeting approvel is removed.
8).to insure a willingness to serve one of the members from each center will be sacrificed every year until all war is ended and no crimes are commited
9) it is ok to put terminaly ill people on the board as they are the closest to death and the most rational people of all.they still must be racists.
10).this is taking to long to explain just make me leader for 1 year with absolute power and we will have peace and harmony.

I'd shut down as much of the bureaucracy as possible, and veto new laws as often as I could. I'd try to shrink the present hugely bloated government down until it was small enough to fit inside the Constitution. And I'd choose for my vice-presidential running mate someone with the same ideas, so even if the voters gave me a total of eight years, there would be someone to carry on the tradition of shrinking the government.
