They're actually holding onto their pants. Having ridiculously big pants is a culturally acceptable clothing trend. If they don't hold onto the front of their pants, they'll fall down around their ankles and they'll trip. It's not just black guys. White guys with big pants do it too.

It's more of an implication that's it's big and they're sexy. Like women exagerating their hip swing. Either way, it's rude.
