My 1994 Buick has a "chip" on the key that "talks" to the car's computer. On occasion the car will not start (like has no power although battery is new with full charge) and the alarm gets "stuck" (horns blaring, lights flashing) and won't allow engine to start. Is there anyway that I can disengage the security system from this vehicle?

The chip you are refuring to on the key tells the car that you have put in the proper key.
Take the car to the dealer and tell then to turn off the alarm.

Those are all symptoms of a failing supercharger. If you're going to fix it, make sure the shop understands that for the repair estimate you are giving, you expect ALL of these problems to go away, and don't expect any surprises after the work starts. The truth is, things do come up after the work starts, but they need to be reasonable and not foreseeable in nature.

They make units that will by pass the security feature, I had one install on a 2003 Chevy truck when I wanted a remote start unit added..
Sorry I don't know the name of the unit, but any security/sound shop will be able to install a unit for you
