The official answer to that question was given wayyyyyyyy back in the 70's. Over short distances (say 100 meters to a couple miles) the Flash is faster. However, over long distances (a million miles) Superman wins because of his endurance.
This answer was given by the Julius Schwartz, head of DC comics.

Superman is NOT faster than the Flash. DC comics has had several issues in the past that reveal it. When Barry Allen was the Flash, several races between Superman and the Flash occured. In each case, the Flash was the winner - but not by much. The current Flash, Wally West is the nephew of Barry Allen and took over becoming the Flash when his uncle died - he got his speed the same way his uncle did by a freak accident.

You're question reminds me of this Batman/Superman episode: it was called "Speed Demons." (Maybe try to find the episode). It was a race between the Flash and Superman. Unfortunately, the ending is really foggy, but I do think the Flash might be a faster runner. Tough Q!

Flash can run faster, Supe's can fly faster...And there is a pointto having Flash In JLA ..what if supes is busy and they need a speedster?? What if Supes leaves earth ...or decideds to take a break from being a superhero to be with Louis ?? thats why the they need the Flash !!!!

I think Flash is faster, as stated in Action Comic 307, where Supermans says, maybe Flash could run to the end before I could.

Nope, The Flash and Supes have had races to prove who is faster, and the Flash wins. Check the animated series to also see it play out.

But.....
Remember, that the Flash can control the very velocity of his atomic structure, allowing him to "vibrate" so rapidly that matter passes through him! He can also have individual portions of his body move and vibrate at various speeds.
Superman just moves his body around very rapidly.
The Flash is just as fast as Superman, but he is ALSO a finely tuned instrument, able to employ all the advantages of velocity control when he "drills" through steel with his fingertip or time travels just by vibrating rapidly.

I believe the consensus is that superman can FLY faster than flash can run but not run faster.
I agree with you that if superman is faster it makes flash pointless
