I am getting modest traffic to my site, but the only new members to the forum have been spammers. I don't want to be annoying, but I want people to be aware that a forum exists. Do you have any ideas on site promotion without breaking the rules of most other "competitive/related by interest" forums (mainly that one is not allowed to post urls on their forum that would direct their users to my site).

A good way to do it is to go to other websites, make valid forum posts, and have the link to your forum in your signature. Then, you are not directing traffic to your forum, but your url is getting out there. If they are specific in their rules and do not allow ever that, you can get a bunch of people to link to your site and try to bump up your forum listings. Another great way to get traffic to your site is to post a funny joke or a funny animated flash game (like the cannonball kitties game, etc.) on your site and then start an e-mail forward pointing people to the joke or site. Those things spread like wildfire and will get people to your site.
