Morally it's wrong and alot of wedding facilities won't marry relatives. And I'm sure your friend and his cousin already know that if they decide to breed then it can cause birth defects for their offspring.

First cousins should not marry unless they are not going to have children. The relationship is too close, and birth defects are almost a certainty. Second and third cousins should be safe.

No, marrying your cousin is so not ok. I would marry a guy even if I were only 5th cousins with him.

If they are 1st cousin's it is not right. Their children would be most likely to have some type of retardation, not saying it is definatly going to happen. If they are 2nd cousins or beyond, it would not have any effect on their kids, or so I have been told, and it is not as bad to be together, if they like it like that.

Morally, Leviticus 19 does not prohibit it between cousins.
Legally, it depends on where your friend lives.
Socially, it's usually a bad idea if people find out about the relation.
