To be honest, it depends what age they are. If they are like 15 or above, you can't stop them watching any cartoons technically but you can advise them against it and explain why it's wrong.
If they are younger than about 11-12 then I think the simpsons can be used as a measure against what's wrong or right. I think that's really the border and especially these days, the episodes can be quite gross and have unnecessary gore/filth. Groening didn't let his kids watch it but I have to admitt, I started watching it when I was very young but it was much more creative back then. I think anything worse than the simpsons should definately banned and only you can be the judge of what's worse because you are trying to raise your kids YOUR way.

So worst as far as objectionable content?
I don't really consider South Park to be a cartoon, and Beavis and Butthead are off the air. Every parent already knows (or should know) that anything on during Adult Swim (Sunday - Friday, after 10pm) is totally inappropriate for their children.
As for the shows TARGETTED towards children, I would have to put The Grim Adventures of Billy and Mandy at the top. Billy is an idiot in every annoying way you could think of, while Mandy is acidic and sarcastic. You wouldn't want your kids patterning their behavior after either of them. It deals heavily in the supernatural, and even if you don't have a problem with that, the amount of dark humor present should dissuade you from letting your kids watch it. In my opinion, dark humor shouldn't be present in any children's cartoons anyway.
As far as the quality of the cartoons goes, I prefer the ones on Nickelodeon over Cartoon Network. I'd recommend that you just watch an episode before letting them watch a show they're interested in; you're going to know exactly what a cartoon is about and what you might object to just by watching it once.
As far as Veggie Tales goes (as another answerer objected to), it's not "thinly veiled" Christian allegory. It's blatently Christian! They give Bible verses in every episode and half of the shows are humorous reenactments of Bible stories. Stop acting like it's subversive. Veggie Tales isn't a cartoon show in the normal sense anyway, so it doesn't really matter.

Turn Cartoon Network off at 10 pm everyday. Nicktoons are better for children 3+. Better yet just get parental control, even some morning and afternoon cartoons aren't what you want your kids to be watching.

When I watched the Ren and Stimpy show when I was younger, it gave me nightmares for some reason. I havent watched it since.
(ps- Im not even sure if that show comes on anymore!)
Looney Toons are always great! I'm 20 and I still watch that!

If I were you I would watch an episode first and then make your decision then. Cause I didn't see Simpsons, Family Guy on peoples list and those are ones that kids shouldn't watch. Just remember that they are your kids and you should know what they are watching and learing from it.

Dora the Explorer. It's freaking annoying. The darn talking map has it out to kill Dora. He's always trying to send her near the alligators, who will surely rip her limb from limb.
Also, Veggie Tales because it is a thinly veiled christian allegory. And really bad.
Kids Next door is fun, and so is Billy and Mandy.
