I just start learning on investing in stock market. I wonder if there is public information on institutional trades on a particular stock.
For example, is there a way for me to know that institutions start to increase a level of accumulation of the stock?

Go to Yahoo Finance. Lookup the stock. On the left column there will be a link under Ownership titled Major Holders. At the bottom of that page is a link to "View Transactions for Insiders & Institutional Holders.

There you go.
