I often thought it was the arch between the ball of your foot and the ankle. However, in 2 dictionaries it has a picture of a foot which has an arrow pointing to the flat top of the foot (between the top of the toes and the ankle). This has caused some suprisingly heated debate as people have always assumed their definition was universal! Any thoughts greatly appreciated! Thanks for the quick reponse of those who have already submitted their ideas.
