Not sure who coined it, but if you break it down inter means crossing boundaries and net stands for network. So you are going across a vast network.

Al Gore invented the internet, so he probably coined the term too. I believe it was shortly before he discovered global warming, but after he and Tipper inspired the movie Love Story. Why? He thought it was neat.
