I've looked all over the net for information regarding this, and most sites say "look at ordinances", but this town has less than 100 permanent residents, so there likely are no ordinances. What is the limit/law in Ontario? If I were to need a permit, how would I go about getting one?

What's the structure of the state government of Ontario? You'll have to get in touch with them and describe your situation to find out if there's any restrictions. If you go to your city council, and there's no objections, and you call and get no answer from the Capitol of Ontario, build your wind tower and enjoy free electricity!
