In the general scheme of puberty, for most girls menstrual periods start relatively late in the process. Usually most of the other signs (like the growth spurt, development of breasts, body hair, etc.) occur to some degree before the first period occurs. There is a clinical classification system for this, but that's rather dry and complicated. I'd suggest you're in the early to middle stages; I wouldn't worry too much about the period situation; if you get your first before the age of 16, they consider it normal, no matter when in the process of puberty it happens.

You will hit puberty between the ages of 8 through 19. It is hard to say when you will get your period because everyone is different.
