TVs use cathode ray tubes to provide the picture, they need time to "warm up" before you can see the picture. The speakers that relay the sound though are basically instantaneous.

Television produce picture by the emition of electrons which is a delayed process by the Cathode Ray Tube. But sound produces from speaker instantaneously
