I've been to both and I love them for different reasons. With that said it really depends on what you're into.
If you aren't intimidated easily by french, go to Paris, but be prepared to spend money! The history, the art, the shopping, and the food are all great but depending on your budget it may get a little pricey.
Rome has just as much history, art, shopping, and food (I confess I like it more than French fare), but you don't have to spend as much money. As a matter of fact, I alotted myself $25 euros per day for food. I almost always ended up spending less, which meant more money for shopping.
In addition, Italian is easier to understand- especially if you're familiar with Spanish. I guess what I'm saying is, if you don't know any French and are on a budget, go to Rome!

Rome definately, the Italians are the most friendly toward the americans, also the best cooks. I think it is a requirement at birth that you must cook good in Italy

If you like cultural history, go to Rome. The ancient roman ruins are definitely an incredible sight to see. The city itself is also very beautiful and the food is great. If you must SURRENDER, go to France, you will fit in well over there.
