I was told that there is property that you can own if you just pay the property taxes on them. How do I go about finding this property. One person told me to go down to the secretary of state building for a listing. Is this true?

There are a number of sources that you could use including lists from title companies and websites such as foreclosures.com. The major thing to consider when signing up for a service is how quickly they deliver the information to you after a Notice of Default has been filed.. Information on title company lists may be weeks old by the time you get it. Speed is everything in the foreclosure arena. I use a service called Default Research. Their website is http://www.defaultresearch.com. I am not sure that they cover the Chicago area, btu go to their site to find out.
