Ok, you have a few options. But before I give a few of them, here's a tiny bit of advice: The REALLY better ones aren't free. In fact, they tend to be expensive. The best ones are software houses like IBM hand-crafting the website for you, using their skill and expertise. Very few companies will give you that for free.
So, we're left with some free ones, which are all going to be very similar to each other. You've already listed a few, and other answers will give more, but if you look to your computer you might find a couple more.
Microsoft Office, OpenOffice (or StarOffice), Word Perfect and a fair few word processors will be able to save or export to an HTML file these days. The beauty is you can design it better using software you know, then export it. If nothing else, this allows you to see how something is done, like a table inside a table or alignments.
If you go for an online source, the chances are they will use a template, allowing you to add text and some predefined styling, but that's all. Others can add some components in, but you will be limited.
What you need is a really cool, perfectly designed site. So where to go? Somewhere without a designer in sight.
Go to a website you consider really well made. Doesn't matter on content. Just look how they designed it. The spaceous page. The one or two fonts. Nice headings. See how they structure it. No HTML, coding or designing. Just admiring and taking notes.
Now, recreate it using the software you picked. Don't lift anything from the site you saw, create it all from scratch or use royalty-free clipart, or images you have permission to use.
The secret to a REALLY great website is not necessarily what software is used to create it, as it all produces HTML. The secret is to know what looks good and aiming for it.
