yes there is a limit. they obviously can't go beyond the whole treaty that raffles signed and also can't go so far that shipping would be affected as it's one of the major resources of income.

The soil used to reclaim land come from within Singapore.
They can only go that far without drowning the country.

As long as the reclamation is within Singapore territorial waters, it is legitimate. However, it has to consider the shipping routes and also the impact to the natural envionment, therefore study need to be made before the reclamation is done.
