The ~ is located above the TAB key with the shift button. It is used for different things, but I know some people who use it as a "wave"

Hi ~~~ which is the same as saying "Hi" (wave hand 3X)

Some use it as approximately for example 1000mb ~ 1 gig...which could mean 1000megabytes is "approximately" 1 gigabytes.

It can be used for many things, theres not just ONE use for them.
Actual name for it is tilde or pronounced "til-da".

Dictionary definition:
A diacritical mark ( ~ ) placed over the letter n in Spanish to indicate the palatal nasal sound (ny), as in cañon, or over a vowel in Portuguese to indicate nasalization, as in lã, pão.

Its a symbol called 'tilde'.

Its pretty much like any other symbolic character, in that the meaning of it depends on what context you are using it.

In Unix operating systems, the tilde symbol is used to designate the path to the user's home directory.

It has many uses, the below link will really explain a whole bunch of them!

Acctually this command is not unix based... it is window's based..

I use this command all the time for dos and cmd prompt..

I use it for quickness in sorting between file names... it allows me to shorten them..

Basically I used the command dir c:\folder in cmd and it output

reallylongfoldernamehere
reallylongfolderwithatwist

two fairly long file names..

say i wanted to dir one of the folders but not type out the whole name.. i could type

dir c:\folder\reallylo~1

for reallylongfoldernamehere

or

dir c:\folder\reallylo~2

for reallylongfolderwithatwist
