I just want to know the name of this shady part of town, its making me crazy. Spongebob gets lost and ends up in the place where the fish talk in clicks and are just really weird. The whole town is dark and creepy?

I believe that the name of the town is called Rock Bottom.
That's the place where everyone was sticking out their tongue and making raspberry sounds at him.
