What about rabbits? They are litterbox-trainable and you can let them wander the apartment like a cat as long as you keep electrical cords covered and unsafe things out of reach. Rabbits have quite a bit of personality, too.

I recommend fish or a rat.
Fish require a large tank (check online for information). You can't just keep fish in a bowl (except bettas), so be prepared to buy a large enough tank to hold the kind of fish you want ,and also be prepared to carry a lot of water back and forth in heavy buckets on a weekly basis to change the water and keep your fish healthy. They take a lot of work.
Rats are excellent pets, lower-maintenance, intelligent and affectionate, and very friendly. They do require regular cage-cleaning, food and water daily, things to chew on (like wooden blocks that are rat-safe) so their teeth don't grow too long, and lots of love.
I do NOT recommend ferrets, as they can be very high-maintenance and hard to litter train (I've had 5 ferrets over the years, so I know what I'm talking about).
Birds are affectionate, but also high-maintenance and require a lot of socialization. They can also be VERY noisy, which can get you into trouble in an apartment.

i know this sound wierd but....
GET A RAT!
I have two they are sooo cute and the best pet you could ever have. I also have dogs, a cat, snakes, hamsters, fish, a rabbit but the rats are the best. The sit on your shoulder, give you kisses, and are super smart so you can train them to do tricks. My one rat torri i taught to jump threw a hoop and come when she's called. You'll never need to get another pet to satisfy you when you have a rat. They act like a mixture of a dog and a bird!

Definately a pet rat. They are interactive and affectionate, intelligent and fun-loving. Bet you'll wonder what you ever did without your furry little friend once you take the plunge.
Ferrets are great too but cost as much as a dog or cat when it comes to vetinary care and vaccinations, desexing and flea treatments.

Um you could get a bird, or fish are cool too. I have a bird who is a really good partner and real friendly but you have to train them, or rather, tame them so they will be people birds. I also have fish but they arent exactly companionable pets. They can be amusing to watch sometimes, though.

Rats are inexpensive yet rewarding. You can find them in all sorts of colors, and they are sweet! I have had both male and female and find both to make excellent pets. They are small, quiet, and definitely make good furry companions.
