Origami!
Any book on paper folding has various levels of complexity that will include the various age groups without making them fill separate in the activity. This craft is safe (no scissors, mostly), clean (no glue), and also very cost efficient, (you just need a packet of construction paper and library book).

disposable cameras are fun. go for a walk and let them take photos based on a theme that you set. 1 hours developing while you have a picnic and then glue them into a memory book or collage them onto a board decorated with glitter glue. This project will last the whole day..

Home-made bird feeders. Just made these over the weekend with my 9 year old step-daughter. Find some pine cones (look at local parks or check with neighbors who have pine trees in their yards), cover with lots of peanut butter, and roll in bird seed. Fun to make, and fun to see what birds come in to eat off them.

find big rocks, place then in the oven to get them heated all the way threw about 200 degrees, let the rocks cool enough not to burn you. take crayons to color them while they are still warm, the crayon melts on them, use the colored rocks in the garden!

photography collages are fun. you take your own photos of whatever, either cut them up or put them in a random order, and you've got something totally unique.
