The Scriptures do not agree with the premise of this question. For example, Revelation shows that faithful angels would war with disobedient angels and throw them out of heaven to the vicinity of the earth. Jehovah's Witnesses believe this happened in 1914, and the enraged demons immediately fomented World War 1.
(Revelation 12:7-9) And war broke out in heaven: Michael and his angels battled with the dragon, and the dragon and its angels battled 8 but it did not prevail, neither was a place found for them any longer in heaven. 9 So down the great dragon was hurled, the original serpent, the one called Devil and Satan, who is misleading the entire inhabited earth; he was hurled down to the earth, and his angels were hurled down with him.
