Eyebrows or at least hair in the area, are common to lower land mammals. Although as humans (I am assuming evolution here), we have lost a good deal of body hair, some remains for a protective (or other biological) function. I would imagine that they serve the purpose of protecting the eyes from some dust, rain, whatever.
