The only products out there that *truly* jam/scramble radar signal are highly illegal. If you're caught with one, instead of a speeding ticket you'll be arrested. There are products out there that claim to be legal jammers, but they don't technically jam the signal.
There is a guard you can put over your license plate that helps, though. When an officer hits you with a radar, he's pointing it at your license plate for best reflection. The cover deflects it differently and makes it difficult for him to get a reading.

Police now have a thing called 'the radio', and they can pace you for a mile, which they usually will before finally pulling you over on suspicion of speeding, and the judge will take the officer's speedometer reading and sworn statement over yours pretty much any day of the week...they also have 'airplanes', which can track your speed fairly accurately. Use the cruise, and don't waste a lot of cash getting in a tech contest with the cops, they have more money than you do, and chasing speeders is great fun for them....
