Your computer might be set so that when you press the power button it goes into standby instead of turning off

To to Start --> Settings --> Control Panel
Double click on Power Options
Go to the advanced tab
check that it says "When I press the power button on my computer" POWER OFF (make sure it doesn't say stand by)

But for now just hold down the power button for at least 5 seconds for it to shut off.

Pulling the power cord from the back isn't the best option but if holding the power button down doesn't work then i guess you don't have a choice!

Maybe that install shield wizard could be any updates that are being downloading automatically. If it is not switching by pressing the power button try theses steps. Right click on any open space on your desktop and select properties, than on the tabs you will look for the Screen Saver tab. Select that one, once you have done that on the bottom you will see a button that says power. Once you selected that tab on the next screen you look for the Advance tab on that screen in the bottom look for the one that says "When i press the power button on my computer " click on the drop arrow and list should appear and you will need to select Shut Down.

unfortunately, as any IT professional will tell you - Windows is not a particularly robust system and will occasionally lock "on". If the digital switch and shut down procedure both fail to work, try Ctrl+Alt+Del and try forcefully closing the offending application.

If this fails just turn the computer off at the plug. It's safer than leaving it on and attached to internet

Well if u have a Mac push the power button until it's off. If it won't turn off try force quit at the program you think that causes the problem. If u have a PC (Windows) sorry but I don't know.

Try this: Go to control panel, power options, advanced tab. See if there's anything there that will help.
If it doesn't shut down by holding in the power button for 4-8 seconds then you've got a bigger problem.

U know what?! It's better than computer not opening and u know at least that you haven't lost everything. count ur blessings!!!

try Alt+Ctrl+Delelt. Usually that helps.

N before anything REALLY serious happens, try getting all ur imp stuff in a CD or print it out or something. ok? Printing will be better because than there is no transferring of virus from computer to CD/floppy.

Hold down the power till its off, its trying to run a program that doesnt want to shut down. I get that all the time when something was just installed or trying to update itself. Turn it off and restart

All you can do then is turn off the power strip or unplug it. No other way around it at that point except to stop paying your light bill.
