In regards to the lighter, you may have a bad element (the part that glows). I'd try replacing the fuse for the power locks first, though, on the odd chance that somehow they're connected. (Modern vehicles sometimes run 2 or more systems together through one fuse).

Your fuse panel is in one of 3 spots- either under the dash by the steering column or under the passenger side dash, or at one end of the dash (visible when you open the car door) behind a little panel which would be marked as such. Look in your owner's manual for the proper fuse location for the power lock fuse (you can also check here to see if the lighter is fused separately), make sure you're replacing the right one, and replace the fuse with the proper amp rating specified in the manual or on the fuse block. Sometimes people don't replace fuses with the right size and this can lead to either the fuse blowing again (if too small) or potential damage to the electrical system (if too large). If you aren't sure you know which is the proper one or are uncomfortable doing it yourself, many car parts stores like Auto zone, Advance, O'Reilly, etc. will have one of their people come out to the parking lot, check it, sell you the right one, and maybe even replace it for you. They might be able to shed light on your lighter issue as well.

After you have reestablished the power lock function, check the lighter again...if it still is non-functional look behind the dash for loose wires. An easy way to tell if you have power to the lighter plug is to just plug in your cell phone or something similar to see if the light on the plug lights up. If it does, yet the lighter doesn't light, then it's a bad lighter element (easily replaced). If not, you either have a bad socket, a broken connection to the socket, or possibly, yet another bad fuse.
Hope this info helps.

In the 90's G.M. started putting the fuse boxes at the end of the dashboard. Open the door, the very end of the dash there is a cover, your looking for the "clk/lgtr" fuse... usually a 10 or 15 amp fuse. If its not at the end of the dash, then you'll find it under the steering wheel, nest to the emergency brake pedal directly under the dash.

either under the dashbord on the pasenger side, under the steering wheel, or check the glove box for a little hatch door that opens up, the fuzes should be in one of those three areas, my oldsmobile had them in the glove box, most cars have them on the drivers side under the steering wheel, near the left...
