The little skin tags usually come up around people who tend to have moist skin or in places that are always moist and sometimes oily and dont have enough open air to cool and dry the moistness such as the underarms, the neck and underneath any crevices they may have on the body. My cousin had a lot on his neck and he went to the doctors and they froze them off.

they are called skin tags and usually occur after midlife and are more common in overweight or people with diabetes they are harmless and can be removed with no adverse effects.

cloged pores. They are basicly pimples I am sure. I get them too. If they are small and not bothersome just there I am sure that is what they are. When I wash my face I wash the back of my neck too.

im not too sure but i think they are either skin tags or clogged pores.it would be better if you consult a good dermatologist.
