Here are the US requirements for re-entering the United States when traveling to Mexico, Bermuda, Panama, and the Caribbean.
http://travel.state.gov/travel/cbpmc/cbpmc_2223.html

A passport will be required to reenter the US as of December 31, 2006 if traveling by air or sea.

A passport will be required for land border crossings as of December 31, 2007.

The best thing to do is just get a passport. You can get one expedited, but I forget how.

Three items are needed to enter Mexico:

A Photo I.D. (such as a Driver's License or a passport, starting at age 18 and above)
A Tourist Card or F.M.N.
A Valid Proof Of Citizenship

The tourist card is your "permission" from the Mexican government to visit Mexico . It is available free of charge. The airlines always have an ample supply upon check-in.
Do not lose or deface the bottom portion returned to you after the immigration inspection. It must be returned to Mexican Immigration upon departure. TIP: Write down your tourist card number and keep it with your travel documents. If the card is lost, having the number will help greatly.
Keep your tourist card and travel documents in a secure place. Do not carry them with you everywhere you go, unless traveling extensively from your point of arrival.
You can ask to have your card validated for more time (up to 180 days) than you'll actually need.

Mexico City (Ciudad de México) may be the capital of Mexico and an incredible town surrounded by mighty hill ranges. To see this town you are able to pick the very best choice hotelbye . The city's area is unquestionably breathtaking. Two magnificent snow-covered volcanoes, Popocatépetl and Iztaccíhuatl, tower above it making use of their more of 5,000 meters. Mexico City also preserves numerous reminders of its past and those are issues that entice the tourists. The defeating center of Mexico City is Zócalo - the Plaza de la Constitución (Constitution Square) - where in fact the country's first constitution was proclaimed in 1813 and now could be one of the very visited place of Mexico City since it's one of the world's biggest squares. In Mexico City you can also visit: the National Palace, the Metropolitan Cathedral and the Templo Mayor.

No you do not need a passport. I lived in West Texas 60 miles from the border my entire life. The girl above does not know what she is talking about. You do need a birth certificate for certain, and possibly some other form of ID, but a passport is not necessary. 100% certain on this. (Went to Cozumel in December as well).

As of December 2007 I believe you will be required to have your passport on you just to go into mexico. As of now, you can still go and have your drivers license handy but I guess it would be a good idea to just start taking it with you in case something may happen.

I don't believe that you need a passport to go to Mexico. From what I heard you will in 2008 but not now. When I went to Canada, I just needed my Drivers Licence to get back in the US.

If you are an American you do not need one, however, the law is changing at the end of next year, and EVERYONE will need a passport to go. Right now all you need is a birth certificate and a picture ID.
