Union Square near Powell street (and the subway stop with the same name) is usually relatively packed on new year's eve, but most celebrating is probably done in hotels and nightclubs. Powell street is also probably the closest thing there is to a "central" part of SF. You might want to stay around there or near the marina which is close to places most tourists go, Pier 39, Fisherman's Wharf, Ghiradelli Square.

I agree that downtown San Francisco near Powell is pretty central. Everyone in San Francisco will argue that their neighborhood is "central" San Francisco though because we all live near cool areas with great shops and restaurants, wonderful things to see all over the City. But if I were coming here to SF for the first time, I would stay somewhere downtown as you'll have easy access to all the public transportation lines.

I agree with the others--Union Square is the place to stay. There are public events on New Years--usually at the Embarcadero. Just beware, most of the bars and clubs have huge covers on New Years. What is your age/scene? There is something for almost everyone.

Anywhere around Union Square is a good bet - you can get to nearly anywhere in the downtown area on foot in around 45 minutes and the transport options are brilliant. Fisherman's Wharf is nice to visit but is really tourist-oriented (lots of knick-knack shops), can be a bit tacky and (even for San Francisco!) can be overpriced.

Firstly, stay inside (it may rain). This year all the action will be at Bob's by common decree. There are many public events, tuesday, breathing will be emphsized.

you might not want to stay in the center of the city.... . the center, The Castro is an extremely safe part of town as far as crime is concerned but it is also the gay part.... unless you wanna broaden your horrizons, stay downtown... union square area....
