ex: write a letter to one, then change the name for someone else and so on. The form letter could now be called a boiler plate.

I don't know what you mean by "pr", but "boiler plate" usually refers to standard language that appears in documents (e.g., a lease of an apartment) of certain types.

boilerplate refers to common language that is used over and over in a particular field. Not jargon, but phrases or even whole paragraphs that are always in a lease, for instance, or a contract.
