you need a truck load of money!!!

basically depending on the country you can lease or buy a few aircraft , minimum 2-3 to run a sucsessfull operation

start with a non -schedule charter opreation, more like a bus service that runs when it is full because this requires a lot less in terms of permissions and liscences than a scheuled airline
where you say you will be flying from city a to city b at 10AM.

keep cost down and utlize the internet to the maximum
