it is doubtful you'll pass the road test without some behind the wheel training first...and for that you need a permit. In most states, you need a permit to take the road test.

you need your permit for a full year in order to get your license when your 17. That's in the state of florida though. Im not sure if its different in other states.

In NY, you can get your permit when you are 16, then you need to take the 5 hour pre-licensing course, then you can go take the road test for your license. It's that way no matter what age you are, I think.

now i think it depends on the state
used to be if you were under legal driving age. but i think some areas have changed it so it's necessary for first time drivers

No matter what your age, if you have never had a drivers license, you need to get a learners permit first. (at least in my state).
