As long as both people know that this is just an exchange of e-mail greetings and no one is trying to approach the other person in a way that would compromise thier marriage, it's perfectly ok.
I have talked with several ladies on here and I am happily married.
They know that and respect it.
Good question

Saying hello because you saw them in public is one thing. Emailing is opening a door that should be opened. He could have a jealous wife and you could put his relationship in jepardy just by saying HI. How would you feel if your husband got an email from some young woman, just to say "hi"? Don't say you wouldn't care because everyone here will know you're full of it.

Depends on your relationship with that person. If you are family, then no. If you are of the opposite sex and not related, then yes. I've done it before with an ex - merely to keep in touch and see how he was doing, but I stopped because I wouldn't want my husband to do it - so I have to respect him enough not to do it either.

Yes, he is off limits. He is married and therefore, unavailable. Don't ask for trouble and find someone single to email.

I think it's best that you don't start e-mail correspondence or any other contacts other than saying hi if you do bump into him.
