Turn the key back to run and step on the brake. Put the car in park and turn the key off and remove it. I hope I have been helpful.

I have a 99 grand prix and had the same problem. Believe it or not it was a dead battery. As soon as I hooked up jumper cables I could take the key out and start it. There is also a nuetral safety switch that I later found out about that would have allowed me to take the key out. Other wise i would say it is the ignition switch

Try putting your foot on the brake.
Sometimes that works.
That might allow you to put it in park and release the key
