Because if you want to give the idea that he is very attractive to Jane, you have to make him the standard of what is good looking to the public watching the film/reading the book. So they make him clean shaven.
Primates have also discovered how to use primitive tools and do create sharpened tools to cut items, so a razor isn't that far out of the realm of possibilities. The only fallacy would be that he would think to use it that way since no other apes shave.

Tharzan although being brought up by apes is still a human. He has human instincts and so has the brains and knowledge to make himself look different from other animals. Moreover, he was introduced to Jane, who is a human being too, and who lived in a civilized world unlike Tarzan. Jane could have given Tarzan a razor to shave and look more civilized

It turns out after doing much research so that I can answer your question for you. It seems that Tarzan was above average in intelligence. He discovered two things while growing up. One was that if you are going to swing from vines you need a loin cloth to keep your do-what-cha-ma-call-it from being rubbed raw as you swing on them rough vines.The second thing he learned was that a beard created to much turbulence and wind resistance. Therefore being above average intelligence he experimented with various objects for hair removal till he discovered the first cream for hair removal by mixing a little coconut milk with fish sweat and monkey droppings. This is how he was always so clean shaven in the movies.And why he was the only one of the ape community to wear clothes.

I think Muggles is right. If you have not read Tarzan, its pretty good. Hollywood created their own Tarzan. The real Tarzan in Edgar R. Borroughs books-
1. Broke lions backs with his bare hands. 1st time he did this was to save Jane from said lion.
2. Did not swing on vines but rather jumped from limb to limb in the rainforest canopy like a monkey. He made excellent time this way.
3. Did not have a pet Chimpanzee named Cheeter or by any other name.
4. Carried a lasso of his own invention and dropped it around African Natives necks and pulling them out of site. This hand a grand effect on the other natives.
5. Nothing stood between him and Jane, not distance or bad guy.
If you did get between him and Jane. You'll wish you hadn't.

movies never tell a story right but if tarzan wasn,t clean or shaven I don't think jane would have been attracted to him

From my experience (I have 6 children, 5 of them boys and they are all adults) none of my boys every shaved and their faces are as as smooth as a babies bottom. so that might be one answere. With some cultures there is very little body hair look at Indians.
