Where are you submitting it to? Usually just a drawing on a piece of letter sized paper works. Whoever is doing the screen printing will be able to recreate the design onto a screen for reproduction onto a shirt.

Two pretty good sites for submitting and selling your t-shirt designs. They have instructions on how to submit it, etc.

Go to zazzle.com. You can make your own design, order it on a shirt, and register it there so other people can buy it from them and you get a percentage.

I have contacts with some major silkscreeners... I can get silkscreens of your t-shirt design made for you, or you can do it yourself with zazzle.com or cafepress.com.
