"Irish citizens living abroad: complete application form (APS 2) if you are living outside Ireland or Northern Ireland. You can also get an application form for an Irish passport at any Irish embassy or consulate."
"In all cases, you will need to return the appropriate application form with the appropriate fee as well as two approved-size passport photographs signed by the witness of identity identified on your particular form, proof of your Irish identity and your most recent Irish passport."

If you are a citizen of Ireland then I must tell you that your recieving ur passport in India is quite a difficult possibilty . You will have to make atleast one trip to ur home state . But plz make sure you contact your Embassy first
