Take cake or cupcakes into your office. Your boyfriend should have flowers delivered to you there. Put up decorations and bring in party hats for everyone.
Then go to Worlds of Fun this weekend.

You should let him figure it out. He's the boyfriend and it's YOUR birthday. If he doesn't know you well enough to plan something then you may need to plan a new boyfriend for your birthday.
