First, grab some friends who don't care about your pet issue and will be honest with you, and kick it around with them. If it gets their interest or concern, you're onto something. If not, well...
Next, get technical validation. How do you know? Building inspectors? Insurance adjustors? Have an organized set of evidence and arguments. If it's really such a big threat, doens't the industry trade association already know about it? Contact their offices, read their magazines.
Then, call the local guy at the newspaper who writes those articles helping out the average guy, or exposing corruption at City Hall. Tell him in 30 seconds or less: the nature of the problem, the size, the urgency, and what should be done.
Example" Hi Mr Reporter, I love your stuff, thought you might be interested: Thousands of Public Buildings are unsafe, it's only a matter of time before a major collapse kills hundreds, and the building inspectors and insurance companies are covering it up. I have evidence, it's well-known in the industry but nobody's calling the politicians out about it. Would you like to hear more?"
Repeat - call the local TV dude, USA Today, etc.
