There is various software for free that can accomplish this... and I believe Windows even has settings to allow for remote access in XP Pro... however that can be complicated and often times a security problem. I've heard lots of ads on the radio for https://www.gotomypc.com/en_US/entry.tmpl?_sid=110842694%3A8C44CE1DC08FEB8&Action=rgoto&_sf=2
I'm not sure of the quality of the product but it might be a good place to start looking. It should allow remote access of your computer from anywhere.

Use dyndns.com if you have a dynamic IP.
Unless you have a hardware firewall device, such as a Cisco PIX, which creates a secure encrypted vpn tunnel - I would not leave your computer open for connecting into it. Unsecured remote desktop is not recommended unless again, it is behind a firewall. You can get a Cisco PIX for around $375

Some modems have their own ftp servers. Thus, when you want to access your PC via FTP, you enter your modem and cannot "speak" to your PC. You can either change your FTP server port, or use HTTP server to get/put your files.
