Best is subjective. Craigslist.com is a vast site, covering the nation, not only in finding a place to rent but advertising one FOR rent. They offer a large variety of other classifieds categories as well.
I recently found the site, for my own purposes, and explore it regularly.

rent.com ... or move.com are pretty popular, and while they're national sites, their databases are searchable by region. i used them when i moved and found a great place. good luck!
