It says "operation cancled due to restrictions ineffect on your computer. Please conact system admin. It will not let me close any windows. How due I turn this this off?

It sounds like your system is on a network and the admin has enabled a Group Policy Object that restricts you from shutting down your machine or rebooting it. (Pretty dumb if you ask me, but the option is there and I've seen admins do it.)

Are you also saying that you can't close ANY windows as well?

Try logging off and logging back on with Administrator rights. If you don't have the admin account password, you'll need to get with your system admin to resolve this issue.

There's not enough information in your question to appropriately answer it. It does not state if this is a stand alone PC or if you are on a network, type of network, etc. What operating system?

Could be a virus - I would do a thorough local and online scan.
You may not have permissions or rights.
What happens if you do control+alt+del and try to close the window?

Do a safe reboot and scan your machine for viruses.

sorry to tell you this but i have seen this before and it required a reformat of the hard drive.
