Creativity is over-rated. I suspect you have a limited budget (everybody does) so you need results, not experiments.
Marketing and advertising can be done with near-scientific precision - the rules and principles are widely available for those who are willing to learn.
Marketing a resort is no different than any other business - define market, message, media. Have a USP and an offer. Test track and measure.
If you're new to marketing, start with any book by Dan Kennedy, (the new No BS series, or Ultimate Marketing Plan), also read Scientific Advertising by Claude Hopkins (free on the net, just Google it.)

marketing a resort. interesting.
I suggest you bring an intern in to think of a marketing plan. Students usual have got fresh ideas which are not limited by budget constraints or other factors, political or not. Ideas are expensive but they can always be innovated to fit your budget and schedule. So brainstorm first, don't question its feasibility for the moment, then stop and evaluate each one.
For my 2 cents worth, I'll suggest doing up some marketing activities that will define to the public the image which the resort wants them to be perceived as. Most Singaporeans know all the available resort brands in town but they all seem so similar. It would be great if one could stand out from the rest and be known for something great which it possesses. So focus on the resorts strengths and promote it.
Packages that ties up with discounts for resort activities as well as shopping benefits seems to work very well. However I do see some which are horribly done... They tied up with partners which does not interest their target audience at all. Find complimentary brands of products and services to collaborate your promotion with.

Have you thought about pay per click programs? The two biggest, I think, are Yahoo! and Google
A few free resources – check out the sources box for links:
1) Create a blog pertaining to your field
2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!
3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist
Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

Ask yourself this question, if you the owner of the resort how would you like your resort to be marketed. Check out other resorts n how its being marketed - get ideas from it. surf the internet.

giving out discount/free vouchers (me me me), build a nice website, post classifieds about promotion, just do everything you can to make people stay there once, if your resort is good enough, they'll certainly come back and ask friends to join them.
