I assume that if the PC allows you to log in as administrator you must be using XP Pro. When you log in as admin, rather than checking "users" in the Control Panel, go into Administrative Tools instead, then into Computer Management. There is a section on the left called "Local Users and Groups", and if you go into Users you should see any other account created on that PC. Right-click on the one you've forgotten the password to, and choose "Set Password." Once you've reset the password, log out (or just reboot), then log in as that user.

(Edit: I may have misunderstood your question. If you are saying you log in as administrator and never create any other account, then the answer above mine is correct. You can use a boot floppy or cd to reset the administrator account password. There are others besides that one if you just search for them on Google.)

XP Home Editon also has an Administrator account; it's just not visible from the default logon screen. Press Ctrl+Alt+Del twice to bring up the standard Winlogon prompt.

See this site for instructions on how to reset the password by booting from a CD (files available on the site).
