"Save as" saves the page or item you have loaded as your URL.

"Save Target As" is used over top a link -- it saves the URL destination of that link, rather than the contents of the page you're currently on.

So if there is a link on your page and you right-click on it to get the menu, here the results:
1. If you use "Save As," you save your current page.
2. If you use "Save Target As," you save the page/artfile that the link would take you to, if you clicked on it.

The best example is if you are trying to save a picture that is also a link to somewhere else on the internet.

"Save as" will save the actual image that you see on the page.
"Save target as" will save the page or file that the item is linked to.

If you "Save as" a thumbnail you will get the small image as a file.
If you "Save target as" a thumbnail then (assuming the link goes to the file that is not embedded in a webpage) you will save the full size picture or file without having to open it up separately.

'Save As' saves the entire page whereas 'Save Target As' saves only the selected file on that page.
