I met someone on an audio forum that want to sell a 300 $ USD item and I want to buy it. That person posted some messages on the forum showing that he really own that equipment.
If the other person doesn't have 50 feedbacks on eBay, he can't create an auction for me with a Buy It Now! option. He prefer doing it in a simple way.
That user comes from California and I'm in Québec city, Canada.
How I could buy that item in a safe way ?

PayPal is simply a method for making a payment. It is a safe and trusted service, but I think you're misunderstanding its function.
Like I said, it's only a method for making a payment. Just because you make this guy a payment over PayPal doesn't mean PayPal will give you any protections as far as making sure he delivers what you're paying him for. Ebay works closely with PayPal and offers buyer protection in case the purchase goes wrong, but this only applies to items bought on Ebay. PayPal would make no such concessions for a transaction conducted outside of Ebay.
The best way to do this would be to use an escrow service and let a third impartial party hold onto your money until the item has been delivered in its promised condition. That third party would then pay the guy who sent you the item. Search for "escrow services" on the internet and see what you can find.

I haven't had any problems using PayPal.
But I've only bought from Auction Listings...I don't think eBay's rules allow you to sell from a chat forum...I also don't think you need 50 feedbacks for the Buy It Now! ( I've got 6 feedbacks & have used Buy it Now! )...Be very careful with this one!!!
I'd just search for the same item on current eBay auctions, check out prices & maybe get the same or better deal.

Paypal is pretty safe ..Ive been using it for years....BUT anything you do online comes with a risk of course. Be careful, know what you are getting. Think: How can you trust the other guy?Thats why Ebay is great because of the feedback system...Maybe you should wait till you see something a little bit better...and with a better EXCHANGE RATE!

PayPal is reasonably safe, in that your info is secure and they are a trustworthy business. But I think you're really asking, "can I trust this dude I met on the internet and don't know?"
Is he well-known on that forum? Has he bought and sold with other people there? Does he have _any_ kind of references you could check out?
There are 3rd party escrow services like ebay uses, you might check them out.

It is safe as Paypal have introduced a way to be refunded if the tranaction goes wrong. I had somebody wanting a refund from me but I wasn't willing to give it to them but Paypal just took the money straight off me and gave it back to them. This was an ebay transaction though so it's probably best to email or phone paypal first.

Yes it is safe. But be ware of spoof e-mails. There are hackers out there that will send you e-mails stating your account needs updated, or will say something like someone has been lurking into your account,and they need you to verify your account information.Do Not give them any information. E-bay will never ask for personal information through an e-mail, they arleady have your personal information. If you do what this spoof e-mail tells you to do the hackers will clean out your bank account and try taking more.

I've bought and sold many things via PayPal over the years, and have never been burned. It's a secure sight, and it's nice knowing that you can pay with a credit card or via an instant transfer from your bank account, without divulging your personal info (cc or bank #'s) to the seller. I recommend it to my clients all the time.

paypal is absolutely safe - been using it for four years. eBay'rs with 50 feedback can create a buy it now if they want.
