dont think u can get a free cisco certificate

you can't get any of the "real world recognized" certs for free anywhere.
There are some certifications you can get for free though that are gaining notoriety.
Try www.brainbench.com for instance.
Of course you need to pass the tests, and I don't know if you can take them more than once, but the times I was there I always scored at least higher than 96% of all previous test takers. This can only mean I am really smart, or it's usually idiots that take the tests. If the latter is true, you shouldn't have a problem getting a good score.

depends exactly what you mean, your question is not clear at all. What type of certificate do you want and what do you want it for?
Having said that have a look at Verisign. You may be looking for a X509 cert.
