Astrology does not really care about the stars or constellations, only houses. Each house is 30 degrees along the ecliptic, so 12 houses is 360 degrees, or a full circle, with 0 being the vernal equinox. Thousands of years ago when astrology was first invented, the vernal equinox was the first point in Aries, but since then precession of the equinoxes has moved it well into Pisces, and all the signs have slipped about a constellation and a half.
The vernal equinox is where the ecliptic and celestial equator cross, on the ascending side. Due to precession, or wobbling of the Earth's axis of rotation, the equinoxes are moving along the ecliptic one degree every 71.6 years.

The signs aligned with their constellations when Claudius Ptolemy defined them back in the second century CE. However, the signs are defined relative to the seasonal position of the Sun, with 0° Aries being the location of the Sun at the vernal equinox. This is called the tropical zodiac.
Some astrologers, notably Vedic (Indian) astrologers, use the sidereal zodiac, based on the positions of the stars. Their signs don't line up perfectly either, because the constellations are not defined in 30° increments as the signs are. In fact, in addition to the twelve traditional constellations, the ecliptic passes through Ophiuchus, and grazes Cetus.
Since Ptolemy, the precession of the equinoxes has caused the signs to shift by twenty-odd degrees relative to the constellations. Most astrologers are aware of this fact. Actually, astronomical positions are precessed the same way astrological ones are. Star charts are typically redrawn every 50 years with new coordinates, using the same First Point of Aries as the astrologers use as 0° longitude.

Probably for the same reason the don't consider the fact the erath ISN'T actually in the centre of the universe, the moon isn't a planet ext. ext.
It isn't a science, that's why.
