There are multiple ways to do this, one is through software, and one is through utilizing a service such as yahoo's (disclaimer, I have yahoo sbc dsl) and they can limit that for you, but that is at the provider end, not the local computer end.
Software could be like Net Nanny or Safe Surf. There are plenty of options if you will type in something like "family safe internet" on your search engine of choice. Also, look for "get around xyz" where xyz is the product that you want to use. Use verbs like bypass and such to figure out how kids might duck past your security measures.
Also, ask around. If you're involved with a church, ask the youth minister. They usually know which of the older kids are tech_heads and able to help you with those sorts of questions. Otherwise, ask at your local library.

I would recommend CyberPatrol , its a program where you can control what your grandchildren can do , when they can go online , and for how long , also u can print a report to see if they were doing something they werent supposed to. This software has like a 14 day free trial and then cost like $20

Chaperone is a good program for restricting certain programs from running such as chat or instant messaging programs. The programs as well as the operating system itself (Windows) can be restricted based on time and day or cumulative daily usage time, or can be blocked altogther. The functionality can be temporarily disabled using a password.

most kids can figure out how to get around blocking now days, the best thing is to reate an understanding with them where you want them to go and not to go, and if they abuse that understanding, take the internet away for a time, and then give them another chance. If they still ignore your wishes, just keep them off the internet

It is around $40. I will tell you if your grandchildren are smart and determined many of these efforts will not work. However that is not to say don't try.
