There are alot of teams that are non test playing nations. They either haven't got the player depth, a first class national system, venues to play test matches or the structure to consistently handle the logistics which is cricket. A cricketing board.
These are some of the systems in place to ensure cricketing nations can make the next step towards being a test playing nation. How Bangladesh got through was politics.
I think they should allow more non playing nations the chance to play more one dyers. Give them one day international clearance with the option of going up a level to internation test status, if they can prove themselves.

Kenya is the non-test playing nation. The status of test playing nation is given on the basis of votes by the members of the International Cricket Council and the Board Members of the national Cricket Association. They take into consideration all the factors like their present and past performances and various other factors.

Kenya, Namibia, Holland, USA,Canada play internation events like world cup and champions trophy, but unable to make the grade for test playing nations.

they all participate in the world cup but havnt got the test status.
That requires a certain amount of good record against other teams ( test playing teams). ICC decides whether to give test status to a team, after considering their performance and results.
